The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) is a joint UNDP collaboration with other stakeholders which captures citizens’ experiences and perceptions to benchmark the performance and quality of policy implementation and service delivery of all 63 provincial governments in Viet Nam, and to advocate for effective and responsive governance. PAPI helps identify policy gaps, informs policy-making agencies, provides policy advice, and encourages improvement in government performance. The dashboard is comprised of findings from two sets of data: 1. The Environmental Dimension Dashboard is constructed using the 2020 and 2021 PAPI survey datasets reflecting the voices of 14,500 respondents each year on average. The Environmental Dimension Dashboard presents citizens’ assessments of quality of water, quality of air and local governments’ commitment to environmental protections in all 63 provinces over the two COVID-19 years of 2020 and 2021. 2. The COVID-19 Impact and Response Dashboard is constructed using the 2020 and 2021 PAPI/COVID phone-based surveys, reflecting the voices of 1,350 respondents each year, selected from the 2019 PAPI survey respondents that provided their phone numbers. This dashboard reveals findings about how COVID-19 impacted the Vietnamese citizens in terms of income, jobs and public services.
