Viet Nam’s People Perception Survey Results on the environment and Covid-19 Response Package

Overview

Understanding that better data can help us make better-informed decisions, since 2009, the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) has been capturing the voices of Vietnamese citizens on the performance and quality of policy implementation. The dashboard mainly focuses on understanding the changes that have occurred during the pandemic related to the government response and the environmental dimension

Project Background

The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) is the research project that UNDP works in collaboration with other stakeholders. PAPI captures citizens’ experiences and perceptions to benchmark the performance and quality of policy implementation and service delivery of all 63 provincial governments in Viet Nam, and to advocate for effective and responsive governance. PAPI helps identify policy gaps, informs policy-making agencies, provides policy advice, and encourages improvement in government performance. The dashboard is comprised of findings from two sets of data: 1. The Environmental Dimension Dashboard is constructed using the 2020 and 2021 PAPI survey datasets reflecting the voices of 14,500 respondents each year on average. The Environmental Dimension Dashboard presents citizens’ assessments of quality of water, quality of air and local governments’ commitment to environmental protections in all 63 provinces over the two COVID-19 years of 2020 and 2021. 2. The COVID-19 Impact and Response Dashboard is constructed using the 2020 and 2021 PAPI/COVID phone-based surveys, reflecting the voices of 1,350 respondents each year, selected from the 2019 PAPI survey respondents that provided their phone numbers. This dashboard reveals findings about how COVID-19 impacted the Vietnamese citizens in terms of income, jobs and public services.
 

Methodology

The data for the Environmental Dimension Dashboard is based on face-to-face interviews with 14,500 respondents each year in 2020 and 2021 through the annual PAPI surveys. The survey was carried out through sampling; using a five steps sampling whereby three steps were carried out probability proportional to size to select districts, communes, and villages, and two steps were carried out randomization to select households and respondents using the 2019 Census Population Data.

The data was for the COVID-19 Impact and Response Dashboard was collected using Computer Assisted Telephone Interviewing (CATI) in both rounds of the survey in 2020 and 2021. Data collection took place between 5th September 2020 – 28th September 2020 and 17th September – 15th October 2021respectively. This samples for both rounds of PAPI/COVID surveys were based on the 2021 PAPI respondents. About this dashboard

The dashboard allows us to overlay information on air and water quality with citizens’ perception on the Covid-19 response package by provinces. It shows how provinces improved their performance in environmental protection over the two years of 2020 and 2021 during the COVID-19 period. Please click on a province to find the performance across different indices such as the perceived priority of environmental protection or percentage of environmental incident report resolution etc.
